Development Agreements and Planned Unit Developments

Definitions: 

Development Agreement. An agreement between the city and a landowner(s), which contains comprehensive provisions for the development of a minimum of 1,000 acres in the extraterritorial jurisdiction of the city. 

Planned Unit Development. Provides for mixed uses, allows for a more flexible response to the market, encourages innovative subdivision or site plan design and promotes superior development which is compatible with adjacent land uses. This flexibility often accrues in the form of relief from compliance with conventional zoning, site development and design requirements. While more lenient development requirements may be granted, the PUD, in return, should contain desirable features not normally required in conventional zoning districts. 

Highlands Development Agreement

The Lakeway Highlands Development includes approximately 2,086 acres of land, locally known as Lakeway Rough Hollow and Lakeway Highlands. Because the land constitutes a significant development area, the City of Lakeway and the landowners entered into an agreement in 1997 to establish development and design rules and regulations to ensure a quality, unified development yet afford the landowners predictability of regulatory requirements throughout the term of the agreement. 

This area is still under development today.

Tuscan Village PUD

Tuscan Village PUD includes approximately 61 acres of land near the intersection of Lohmans Spur and Lohmans Crossing Road. A Planned Unit Development is a specific zoning category to accommodate several mixed uses within one development project. Tuscan Village PUD includes development and design rules and regulations for uses such as office/retail, library, single-family residential, and multi-family residential.

Oaks at Lakeway PUD


The Oaks at Lakeway PUD includes approximately 89.7 acres of land located at the intersection of RR 620 and Glen Heather Drive. The PUD establishes land use and development standards for low density residential, major grocer (HEB), hotel (La Quinta), and restaurant and retail uses.
